The Teacher Evaluation revision Committee has reconvened with the addition of some new members for the important procress of aligning our teacher evaluation with SB 191. The committee was joined with members from the Principal Evaluation Revision Committee and the District Performance Evaluation Council to listen to Toby King, CDE Senior Consultant, present on SB 191, the rule-making process, and the Framework for Effective Teaching developed by CDE.

The meeting commenced with answering questions that were posed after Toby King's presentation at the last meeting. Following the Question and Answer segment, group norms were developed to ensure productive meetings. The committee broke into small groups to compare rubrics which were developed last year to the Framework for Effective Teaching. The meeting concluded with a discussion defining the goals of this committee with the implementation of SB 191. The committee expressed an interest to have conversations with a representative from the Division of Accountability and Research to discuss the definition of "student growth" at the next meeting.

The objective of this meeting was to better understand growth measures. The meeting began with a brief review of the norms established at the previous meeting. Norman Alerta, Director of Assessment and Research, then presented two models which have potential for measuring student growth. The two models which Norman presented to the committee are the Value-Added Model and Colorado Growth Model. Norman and members of the committee discussed possible pros and cons to both models. The meeting concluded with members deciding to meet for a full day on December 7, 2011 to look at the principal rubric for comparison and research other school districts' evaluation tools who are piloting this year in order to expand our understanding.

This full-day meeting began with a quick review of the day's activities. The committee broke into small groups for a crosswalk activity with three other districts' evaluation tools (Denver, Harrison, and Brighton). After having the opportunity to review the evaluation tools, representatives from the three districts answered questions from the committee members regarding assessment, process and implementation. The committee reconvened and members from each small group presented their evaluation tool to the rest of the group noting any pros and cons. At the end of the day, the committee heard from representatives from the Principal Evaluation Committee for an update on the CDE pilot evaluation instrument. The objective was to understand the structure and scoring methods anticipating that the structure of the CDE Pilot Teacher Evaluation will be identical. The committee has chosen to put future meetings on hold until the pilot Teacher Evaluation from CDE becomes available.
February 8, 2012
This full- day meeting commenced with a review of committee norms and future meeting dates. Ms. Vicki Weseman, Director of Student Achievement, presented the Precise and Rigorous Instruction rubric and took questions from committee members regarding current practices and their alignment with the CDE pilot rubric. Next, the committee split into small groups to review standards from the first draft of the CDE Pilot Teacher Evaluation rubric to determine areas of alignment with APS mission, values and goals. The committee was informed that there would be another release of the Pilot Teacher Evaluation rubric at the end of February with mainly wording revisions, which will be forwarded to them as soon as it is released. Each small group presented an overview of their standard to the committee, along with their ideas for adapting it to better align to APS practices. The committee discussed Measures of Professional Practice related to observations and developed a list of those measures that seem most effective. Dr. Lisa Escarcega, Chief Accountability and Research Officer, presented information regarding student growth data including providing a summary of other districts' testing, sharing potential options for APS, and gathering feedback from the committee. The next meeting is scheduled for March 14 from 4:00 - 7:00 p.m. at ESC 4 in Conference Room C.
