• Open enrollment will begin on Monday May 8, 2023 and will close on Monday June 5, 2023.  After June 5, 2023 you will not be allowed to make other changes until May 2024 unless you have a qualifying event.
  • All Benefit's selections and changes occur in your Oracle Cloud account.
  • In response to staff feedback, APS will be offering healthcare plans through both Kaiser Permanente and United HealthCare Doctor's Plan to all benefit eligible employees.
  • If you wish to continue with your current elections for medical, dental, vision and Sun Life voluntary products (such as Accidental, Critical Illness, and Voluntary Life, or Corebridge financial products for the 2023-2024 year, you do not need to make any changes in Oracle Cloud. You will automatically be re-enrolled for July 1, 2023.

Benefits Eligibility

The following APS employees are eligible to enroll in APS’s medical, dental and/or vision
insurance for the 2023-2024 plan year during open enrollment.

  • Salaried employees who are contracted for 20 (or more) hours per week for the 2022-
    2023 school year.
  • Hourly employees who are contracted to work 20 (or more) hours per week during the
    2022-2023 school year.
  • Employees (including those on an agreement for services (“AFS”) and non-contracted
    hourly employees) who worked an average of 30 (or more) hours per week for APS
    during the period April 16, 2022, through April 15, 2023 (excluding certain break periods),
    who are referred to as “ACA-eligible full-time employees.

APS is offering various plans through Kaiser Permanente and United Healthcare.  Plans include the following


  • DHMO $1000
  • DHMO $2500
  • HDHP $1500
  • HDHP $3000

APS is again offering Dental coverage through Delta Dental.  Similar to last year, there will be an option of two dental plans.

  • Base Plan
  • Buy-Up Plan- to include orthodontics, periodontics and more

APS will continue to offer supplemental vision provided by EyeMed. Vision rates did not incur an increase this year.
